Question:
Is it permitted for a non-baligh (minor) to be an Imam in Taraweeh Salah?
Answer:
الجواب باسم ملهم الصواب
The general rule is that the Imam of adults and Baligh people (who have reached the age of majority) must be an adult and Baligh male, regardless of the types of Salah, i.e. Fardh, Sunnah or Nafl etc.
A non-baligh/minor boy (someone who has not reached the age of majority) can be an Imam, provided that the people praying behind him are also minors – boys or girls.
A non-baligh/minor girl can be an Imam, provided that the people praying behind her are also minor girls, not boys.
However, a non-baligh is not permitted to be an Imam for adults and Baligh people (men and women alike), even if it is Taraweeh Salah.

قال في الدر المختار: (ولا يصح اقتداء رجل بامرأة) وخنثى (وصبي مطلقا) ولو في جنازة ونفل في الأصح
وقال في رد المحتار: «وأما غير البالغ فإن كان ذكرا تصح إمامته لمثله من ذكر وأنثى وخنثى، ويصح اقتداؤه بالذكر مطلقا، وإن كان أنثى تصح إمامتها لمثلها فقط، أما لصبي فمحتمل» (راجع: ج 3، ص 586، دار الثقافة والتراث)
وقال أيضا: (قوله: ونفل في الأصح) قال في الهداية: «وفي التراويح والسنن المطلقة جوزه مشايخ بلخ، ولم يجوزه مشايخنا، ومنهم من حقق الخلاف في النفل المطلق بين أبي يوسف و محمد، والمختار أنه لا يجوز في الصلوات كلها» اهـ (راجع: ج 3، ص 589)
